RI Sets Large-Scale Social Restrictions with Civil Emergency

Indonesia enters an important new phase in the war against covid-19

REPUBLIKA.CO.ID, JAKARTA -- Indonesia enters an important new phase in the war against covid-19. President Republic of Indonesia (RI) Joko Widodo (Jokowi) orders a large-scale social restrictions policy and disciplining the application of physical imprisonment to prevent Covid-19 transmission in Indonesia.

Jokowi also will apply a state of civil emergency as the basis for the enactment of the two policies. Civil emergency status is regulated in Government Regulation in Lieu of Law (Perppu) number 23 of 1959 concerning Dangerous Conditions. Article 3 of the regulation states that civil emergencies continue to be handled by civil officials appointed by the president, assisted by the TNI/Polri.

"I ask for a large-scale social restriction policy, physical distancing is made more strict, more disciplined, and more effective. So I have said that it needs to be accompanied by a civil emergency policy," Jokowi said in a limited meeting on Monday (March, 30).

The president also ordered his ministers to immediately prepare implementing regulations at the provincial, district, and city level so that large-scale social restrictions and disciplining of physical detention could actually be applied on the ground. 

Jokowi also requested that regional leaders have the same vision with the center in handling and preventing the spread of Covid-19 disease.

"And I remind you that the policy on health violence including quarantine is the authority of the Central Government, not the Regional Government," Jokowi said.

The president also asked all pharmacies and shops that sell basic needs to remain open and serve the needs of the community. The condition is that all physical spacing protocols must be carried out in all public places.

"For micro small medium enterprises (UMKM), business people, and informal workers, we have already discussed, the government will immediately prepare social protection and economic stimulus. This policy will be announced soon to the public," he said.
